I think they'll try? But honestly people hated red light cameras and speed cameras, but this is the first camera that people hate based on just the name itself. The chuds in the UK were cutting down ULEZ cameras and it got imported here to go against Flock. I think that the rulers will try the trick of "getting rid of Flock cameras" and swapping them for a different manufacturer but I think people will see through that.
