Even in the prudish US many cities don't criminalize bare breasts in public. So it's possible this was legal wherever it was fillmed

That's not true at all. Most States have public indecency laws that criminalize women being topless in public.

There are some major metropolitan areas that allow things like nude bike riding events, but they're the exception to the rule, not the norm.
