This doesn't even make sense. Why would a soldier wear gloves that can shock you? Is war fought hand to hand?

Shock gloves make perfect sense for the gestapo outfit. In a war it's not illegal to kill an enemy combatant. Domestically, if you even breathe on the gestapo your life is forfeit, so of course they would use these means to subdue our domestic population, because legally we cannot resist.
