Looked it up and apparently it's slag from a rail grinder on a railroad. As the grinder goes along, superheated iron shoots out as sparks and resolidifies into these. Most of the slag is captured by the RR during the grinding process, but they miss chunks sometimes

There was a much larger chunk that probably weighed 100 lbs on the rails that was all bubbly and lumpy, like cooled magma.
