You can directly trace these statements to the idea that socialism must have centralized control, and the idea that a "relatively progressive force in history" can be labeled as progressive.
As soon as you start saying "for socialism you must obey orders from above rather than harmonizing your local formation with a revolutionary movement", you open yourself up to this kind of parody.
I remember vaguely an academic historian claiming that Ottomans were "proto-quasi-socialism" but that had more to do with how their markets and guilds were organized and how they saw economy should function.
Of course this person and tweet isn't getting on that and doing a mix of what you said and just raw memes.
