but it's playing directly on the "give the enemy nightmares" in the graphic. instead of giving the enemy nightmares, they gave the enemy $300 billion, a funny inversion of the original intent. so "the enemy" is used in the generic sense like in a childish aphorism. that's how i read it, anyway.
