In the next election, Dems are probably going to campaign on the idea that they would've murdered Iranians much more effectively and brutally than Trump did, and based on what I know about Americans, it might actually get them into office.

but it's playing directly on the "give the enemy nightmares" in the graphic. instead of giving the enemy nightmares, they gave the enemy $300 billion, a funny inversion of the original intent. so "the enemy" is used in the generic sense like in a childish aphorism. that's how i read it, anyway.
