TBH, Finland and Estonia are pretty different due to wildly different history, so Estonia is more similar to neighbouring Latvia. And also Yugoslavia-Bulgaria and Russia-Ukraine-Belarus should be added.
i was thinking language + culture, but i should have put latvia-lithuania i guess
still, finland is surely much more similar to estonia than karnataka is to maharashtra or guangdong is to hunan
Latvia and Lithuania are also surprisingly different in many ways.
