The US and China have vastly different goals with thier AI. China uses AI to improve humanity's condition and evolve the species. The US uses AI to blow up the world and terrorize it's own citizens.
The jobs will come back as things fall apart and the burnout starts eating the middle devs, but they'll come back lower paying for sure. There's also the issue of huge amounts of brain drain happening in parallel with massive changes to codebases that no one really understands...
This is gonna probably kill a lot of companies and the ones that come out on top are gonna be the ones that didn't gut themselves to feed the beast. (And the ones that just have enough money to buy people up)
