The "race" part makes me think of the story of the Tortoise and the Hare. And in that analogy, China (and more broadly, AES states) are the tortoise and the US (and more broadly, capitalist states) are the hare. AES states plan carefully, pace themselves, work their way through together. Capitalist states "move fast and break things" and then burn out systems and people.
