Russia could've been made an ally if we had said "okay" when Putin asked "can we join NATO?"

But everyone being friends doesn't benefit the MIC, or the surveillance state, or fascism in general really, so
The problem is that instead of exploiting Russia they would have to let Russia have a share in exploiting the Global South.
