California summer (the season/weather) starts and ends later than most places, so the later school starts the less kids and teachers have to bake in underfunded non-air conditioned classrooms.

I'm up in Merced, the kids got out last week, and that's actually kinda late for the central valley. It's probably different for you guys because SoCal is physically closer to hell, whereas the central valley is spiritually closer to it.
