It's a common problem for political reform. Because of gatekeeping, the people with the skillset and capital needed to run things tend to be aligned with the same ideology you're trying to get rid of.

    This is why we have universities for polisci, outside the south where reading is considered effeminate and the only books that matter are the new and old testaments.
