Why wouldn't they be? It's kinda stupid to just let your enemy run a massive platform without having a presence there.

because it’s supporting it
because it’s a fascist cesspool
‘the enemy’ runs all social media except Mastodon (for tweet-like things)
being on Xitter gives Xitter authority and power over their words, not to mention personal data.
