The title sure is a garden path sentence and a half.

TL;DR government wants to stop some sponsoring of animal agriculture, capitalists threaten to poison everyone with toxic runoff from their animal torture dungeons

    I'm guessing it's the 'bedding materials' that are the issue?

    Chicken 'urine' is already directly Urea and chicken poop is fertilizer (especially important considering the straits right now?)

    Edit: Britain has apparently has 'nitrogen pollution' issue - have they tried growing crops?

    Alternatively, send it all over to Australia, nitrogen depletion is a major issue here.

  • It seems like the solution would be to sell the plants to the farm conglomerates that are utilizing them so they actually bear the costs of their own waste?

    Also this article seems to overplay the dangers of chicken manure, making it seem like it's going to be an ecological disaster to... Spread it on fields? Oh no, it's not like chickens are a natural fertilizer and England is a wet enough climate for natural decay to take care of the waste in months.

    Perhaps the chicken manure can be dropped on areas of Europe burned by the recent fires.
