But it's not available where it's needed the most.

Under the National Rail Conditions of Travel this is a thing, and has been since 2016. What is new are changed refund terms that were updated on 1st April 2026, so I guess this may be the "go live" date for the updated Conditions that may be lost in the headline.

EMR are in a bind however as the introduction of the 810s has been very problematic for IC routes, but other train operators (where they run) should honour EMR tickets and the duty remains with the Operator to get you to your destination. I'm not aware of any exceptions to this with regards to a person holding a valid ticket for a cancelled service.

If anyone finds themselves in this situation, speak to staff as there is a duty to convey you. This can include overnight accommodation and taxis so it's worth it.
