Why do this when the biggest threat to e-bikes is people riding overpowered bikes too fast, and ruining things for everyone?

I used to transport two tween kids by cargo bike. Even going up a 13% hill regularly, and even occasionally a 20% hill, my wife and I didn't have problems with a mere 500 W, 85 Nm motor. Who is 1700 W for??
