Inherent in that headline is a level of acceptable racism.

It serves the empire's purpose if more "disposables" die from their own choices and absolve the ruling classes of responsibility.

Anyone refusing treatment from a non-white nurse/doctor healthcare person should have a marker set against their name.

Let them be treated by a white person, when they are available, and, they have to pay the full cost of that treatment like they would if they went private.
