Given the word "prototype" it probably doesn't have any sort of flight certification or approval. So it's basically a futuristic garden ornament.

If you're talking about its use in this image rather than a wider trend I'm not aware of, the "Is this still available? 😊" is the default text in that field. The OP didn't add that in

My guess is that the country that this is in doesn't follow the FAA.

This is in Canada so we'd have to look at those rules.
