Finally, the US is also currently on fire in case you were unaware, so did the first floor cleaning there just not work?
I am pretty sure trump made a comment to this effect in his first term. That Western states were not properly raking their forest well enough or something equally stupid. This isn't the reference the guy who made the original comment was trying to make but that reference wasn't clear at all.
In Australia we regularly burn forests with a cool burn to clean the fine fuels needed to ignite the trees and the canopy. The idea of the cool burn is that the trees are not affected much and the fauna can escape. Not perfect and the schedule is patchy but it brings some comfort.

Trump has in the last couple of years literally complained that California wasn't managing to clean its forest floor properly in reference to wildfires there, suggesting that he completely missed the point of having the Velma character in that cartoon.
