I think it was a good plot device and the twist was also effective, given the time and subject, but the main issue was the how.
He is a demon who manifests as a creepy clown that bites off people’s body parts for shits and giggles.
Is it possible to weaponize that thing more anymore?

I dunno, there were flaws for sure, but I didn't mind them much. The cast managed to pull off their parts well enough to outweigh the plot holes, for me.
And a cast can only do that with dialogue that can be worked with. So I'd say that the writers managed to pull it off overall. Besides, we don't know how much the flaws were at the writing table vs being directorial or production choices. That's kinda the issue with any movie or television product; it's a collaborative thing where errors are hard to attribute
