Every ultra is cellular capable, activation of the cellular capability isn't required.

I don't have a need so I run my ultra without cellular attachment - it is therefore GPS only.

The actual answer to your question is no. You cannot purchase an AWU without cellular. You do not, however, need to activate it.

I ordered an Ultra but I have no phone plan. All Ultras come with cellular capacity but no obligation or usability requirement that it be activated. It works just fine on wifi or thru my iPhone.

Ultras all have cellular, but you are not obliged to use it. I was going to ignore it until I learned that TM has a $5/mo option. I figured that for five bucks it’s worth the extra security
