At some point, so many different aliens have infiltrated starfleet admiralty that its a wonder that they dont discover eachother's schemes by accident.

I know that the writers pivoted to the Borg as *the big bad " enemy, but I'm still surprised they never brought this one back in any capacity. The episode even ended setting it up for more and is a fan favourite.

I was hoping that the big conspiracy ploy 6 in Picard season 3 was building up to their return because it made a tonne of sense, but no it was just the Dominion and somehow the Borg again.

Surely they must have needed to give some explanation for why the blew up that dude’s head. The stuff you could get away with in the 80’s, sheesh!
