We estimate that by 2025, Signal will require approximately $50 million dollars a year to operate—and this is very lean compared to other popular messaging apps that don’t respect your privacy.

True, but Signal is choosing to hire such people. There's talent all over the world and all over the US. There's absolutely no need to only hire people from one highly expensive region.
