My iPhone 13 Pro struggles so much with pictures at night, and it seems to be getting worse with time. I would not expect that from a two year old phone. What is this and is there a fix? (alien.top)

One of my earliest memories is squinting my eyes to get this effect while riding in the car with my dad and brother. They asked what I was doing and I replied “helping you see” since I thought they could see it too. They made me feel dumb for saying it. I think about it every time I see lighting like this.
