Searched if Imagetoolbox had that option, but didn't find it.

Are there any good FOSS apps that can convert videos to gifs?

I remember Video transcoder from the past. It does not seem to be in Fdroid currently, as it is probably too old.

If you're comfortable with the command line, ffmpeg is available in Termux & I believe should be able to do what you want (either with your original source, or the mp4 that app I linked earlier outputs}.
