I think a land value tax would need to be paired with a provision to allow selling/giving land back to the state, primarily for conservation.

A lot of issues with loss of biodiversity come from humans continuing to "develop" land by building infrastructure on it. If there were an incentive to reverse that process it could do a lot of good
