The people working may have 3 day weeks, but they'll get paid for 3 day weeks, and 50% of the population will have 0 day weeks because they'll be unemployed.
He's basically saying that we won't have a need for most full-time positions in the future. Just someone to replace the ink/toner, lubricate a few moving parts, update some software, replace some worn parts, etc.
