I don’t exactly trust the upper CIA echelons to be fair arbiters of this. They have a vested political interest in maintaining a certain vision and message.

    That's correct. The red team reports are a part of how they maintain that vision not a dissenting opinion. Its opposition research. They had one of their least drunk mormons write a paper in the voice of an optimistic pro Palestine analyst to see what would happen.
