US troops had been in Vietnam for a while when they began forcibly relocating South Vietnamese to North Vietnamese villages in 1961. Kennedy had 16,000 "military advisors" placed in Vietnam in November 1963.
Gulf of Tonkin was in August 1964, nearly a decade after the first US troops were deployed in 1955.
