Not if you're selling whole burgers, but the "set dressings" are allowed to be fake.

You can use fake pancakes to advertise a syrup, and fake syrup to advertise pancakes. McD's can't use fake mayo on pictures of burgers, but you can use it in the "serving suggestion" picture if you're selling frozen burger patties.

    Also, even when it is real there can be trickery involved, like using the correct portion size but moving all the ingredients to one side of the sandwich to make it look like there's more than there is.

    They do that IRL with convenience store sandwiches in Japan. They cut them in half and shove everything toward the exposed side and then wrap them so you can't see the less-filled back side.
