I'm not really for registries, but if someone gets a DUI, link that to their ID and then restrict alcohol sales when they have to show their ID at purchase. It won't stop everyone, but it could stop some. Maybe restrict all sales for some amount of time, like a year, then put a large penalty tax on alcohol sales for another period of time that funds public transportation, rehab, or other services that can further aid in the reduction of impaired driving. I don't get ID'd super often anymore since I clearly appear to be old enough, but many places already scan my ID when they check, so something could be implemented that requires all sales to require a scan or typing in an ID number, no exceptions.
