There is most definitely such a thing as export tariffs. Just as there are import tarrifs which the orange buffoon is so find of.

Export tariffs (potentially) slow the outgoing movement of goods. Import tarrifs (potentially) slow the incoming movement of goods.

The end result is similar (higher end costs), it's which government gets the $$$ that differs.
