He's a Representative, but he's one of the chairs for a subcommittee on the Appropriations Committee, which apparently has 61-63 members?

So even though he's a rep, so he's one of 435, he happens to be in a rather powerful section of that group, meaning he probably has more influence than just 1 of 100 Senators.

But yeah when these people act like they are just another yokel in a sea of millions, that is wild.
