Don't Lives Lost also impose costs and lost revenue on businesses? Even from a business standpoint, killing a bunch of people is bad for business.

Those costs can be passed onto governments. Much like salary subsidies in the form of food stamps.

The corporate world is doing a PE style takeover of government, and non-workers are simply an externality.

Capitalism simply assumes unlimited resources. Labor is a resource.
