In the future everything runs on some variation of Linux, so even if there were barriers in place: you own your device, it's not going to stop you.

    The Holodeck isn't someone's personal device though, I could believe it if it's the captain or chief engineer, but it shouldn't be that easy to get admin rights if you're considerably below those.

    If you look at the series as a whole, basically everyone has admin everywhere.

    There's very few situations where someone is stopped by a security protocol. Mostly things that will destroy the ship.

    Heck, there was an episode where they found and unfroze a bunch of 21st century people, and Picard had to be "hey, knock it off, we don't have security locks on these things cause nobody is usually annoying enough to do this."
