I would agree with you if this measure weren't for convicted stalkers, which means that the alternative would be a prison sentence. This is by far more humane and allows the convict to at least live a normal life if he behaves.

This is not mass surveillance. If you wanna see mass surveillance, check your nearby ALPR or CCTV.
