True! What confuses me are two things:

I have never worn long panties without regular panties
It looks like you dress the stockings on top of the Long Johns according to the arrangement

I have never been to -20”C …

Yes you put the stockings over the longjohns whether or not they are the model with feet.

Long johns are a "direct to skin" layer.
