    International law is pretty different than any domestic law. Within a country, laws are written by the state, and said state has people and guns to enforce that law.

    There is no world government or police, so international law is based on agreements signed between states. An institution like International Criminal Court has power over only states who voluntarily recognizes them, which is almost every country on the planet except USA.
