I've suspected the same. I hate using clichés, but the purpose of a system is what it does. So what does it tell us when there are weekly mass leaks of everyone's medical information, bank account histories, social security numbers, locations, DMs, financial information and so forth?

And despite these constant digital attacks, hacks and leaks, the answer always seem to do nothing and keep cramming unnecessary AI or IoT bullshit everywhere that end up collecting more enormous amounts of private information to leak?

This dataset only seems valuable for scams and abuse.

Damn why the fuck do they need to have that database?

Maybe IDScan wasn't permanently storing the records and deleted each one after analysis, but their platform was so thoroughly hacked that the instant a record was uploaded it was copied by the hackers. Not that that makes the situation any better.
