Germany is still progressing, just at a lower speed. I agree that's not good, but it is nothing compared to how Trump has prevented the building of new Wind turbines that were billion dollar projects, and had ZERO federal spending. He just does it out of spite.
I bet the German government doesn't prevent privately funded or state projects. They may not be the best on renewables, but they are not insane like the situation is in USA.
