There was a recent debate over whether the EU should use the money in the Russian accounts it suspended to bankroll Ukraine, because Russia owes Ukraine reparations. One of the reasons that might not be a good idea is that a lot of EU money is in the USA, and with Trump it's monkey see, monkey do.
