Nope. The highway code states pedestrians always have right of way and other road users must be prepared to stop for them.

You might want to look again. At about second 22 of the video you'll notice he literally jumps to the right to put himself in front of the ATV.

Yeah, he was in the whole fucking lane. Do you know what responsible motorists do when a human is in the road? It's not "try and whip around them on the outside forcing them into another lane of traffic".
