IIUC, it’s not so simple: her hands are tied due to For Women Scotland Ltd v The Scottish Ministers.

You may have overlooked it, but in the middle of the interview she recommended gender-neutral (unisex) toilets as the best solution all round. That’s what Greggs and Costa and dozens of other organisations already provide. If more of the UK follows suit, that would actually be a small but valuable victory against anti-trans discrimination.
