It doesn't fully work if you add enough sugar it technically would but all it will do is just slow the setting process

Yup, people who drive concrete trucks often keep a couple liters of soda to add to the load if they run behind.

Keeps it from setting up in the truck, but that's it.

The concrete is actually stronger once it sets if you add sugar to it
