If you own the house you can do whatever you want.
If you're renting, the landlord (or HOA) won't let you.
My mom got a letter from the HOA saying someone saw the hood of her car up. I was checking her motor oil level.
I'm asking more about how common it is, and not how possible it is.
HOAs sound insane though.
It is getting less common to own a home.
Also I'm retired so I don't have a job/income to endanger. I don't have a wife or children in school so no local social pressures. I consider myself unique to be able to do stuff like this.

The ONLY reason I painted the house is because somebody STOLE my flag.
They didn't steal my flag so they can have a flag, they stole MY flag so that I could NOT have a flag.

They're the 'crazy' neighbor, because most Americans are basically unfathomably out of touch with anything resembling common sense or basic decency, and are more offended by shapes and colors in patterns they don't like, than by tens of thousands of needless deaths.
