Is there a publicly available list of domains lemmy instances filter out? For transparency.
Here's the list that your instance (lemmy.world) blocks.
Those are only blocked instances not any domains blocked.
I don't know enough about how lemmy (or any fedi software come to that) differentiates between the two or even that it did to be honest - isn't an instance tied to a domain?
Instances are other Fediverse software sites like Lemmy, PieFed, Mastodon, etc. The block list stops their content from appearing in your instances feed.
There are a separate list of blocks for any URL, so for example an instance could block anyone posting links to BBC.com.
