IDK if these two characters really fit the text, considering they both had no problem speaking their mind to strangers. Mulder would just make it about aliens or conspiracies trying to guilt the waiter into correcting the mistake while Scully would straight up say "this isn't what I ordered."
Without watching the show I think it's just the pose.
