Workers had little to no say in most "real existing socialist states" and boards of executives were basically just replaced by party elites. Due to the mode of economy mirroring capitalism in many ways is why it is called state capitalism. Just because something calls itself socialist or democratic or for the people doesn't mean it's true and it is naive to believe that someone is socialist just because they say so. Socialism requires worker ownership of the MOP, not a representative or elite like a capitalist entrepreneur or a state representative.
