I don't think people are stealing the steaks for their nutritional value, so that is still not the right framing.
I know I do but not everyone uses steaks as fleshlights.

If you're going to steal food why not steal something enjoyable?
If you're going to steal anything, steal the highest value things you can get away with so you can sell them to buy more of what you actually need.
I'm not saying it never happens obviously
That sounds like a lot of work when you're trying to feed yourself
More work than doing more theft, and risking getting caught more times? OK...
